Impact assessment and programme review
Every publicly funded programme has to answer the same questions eventually. Did it deliver what it set out to? Was it value for money? What should the next one do differently? Answering them well takes independence, rigour and an understanding of how inward investment and business support services actually work on the ground.
We analyse programme performance against its objectives to determine the level of success and impact it generated, and we carry the lessons learned into the design of future programmes. Where public sector governance requires it, we are experienced at instructing and working alongside independent third-party reviewers. Our research and evaluation is designed to inform policy and strategy, not just to close a file.
Who do we help?
We work with investment promotion agencies, combined authorities and other public bodies that need a specialist, independent review of an inward investment or business support service, usually within a fixed funding cycle and often to a demanding timescale. Our clients include councils, LEPs, economic development organisations, trade promotion agencies, embassies and consulates, and states and territories.
How can we help?
Independent mid-term and end-of-programme reviews
Our reviews combine policy and strategy analysis, documentary review, performance analysis, client workshops, interviews and surveys with service users, delivery partners and stakeholders, and benchmarking, to produce a set of robust, evidence-based conclusions and recommendations.
Clients value our understanding of the operational and strategic issues, regular reporting, and sensitive approach to stakeholder engagement, and are confident our programme reviews will be conducted to a high standard and on time. They also value our professional, rigorous and independent scrutiny-based approach, efficient analysis of data, and concise communication of the conclusions and recommendations.
Recent delivery
- West of England Combined Authority: independent mid-term review of the Invest Bristol and Bath service. 24 interviews including the West of England Mayor and Bristol Mayor, more than 50 recommendations, delivered in 12 weeks. A £50k strategic review of the client’s inward investment strategy, with wide-ranging quantitative and qualitative analysis of the current service and practical recommendations to improve it.
The Gateley Global team provided our team with fantastic communication and the mid-term review process was presented well. We felt as if you knew what you were doing, and we could leave you to just get on with it! The team went above and beyond to deliver the project on time despite a highly challenging timescale. We are now building a programme based on your recommendations. I would happily recommend Gateley Global as a specialist inward investment consultancy to other investment promotion agencies.
