Running a public sector programme well is a discipline in its own right. Targets have to be specific and defensible, governance has to stand up to audit, suppliers have to be appointed properly and managed to the standards they signed up to, and every pound has to be accounted for while still delivering value. That is what a PMO is for, and it is where we add value from inception to review.

We offer a flexible set of programme services and regularly build bespoke consortium teams to deliver public sector programmes and projects, providing both the programme management function and the delivery capacity to run multiple workstreams at once. From planning through programme management, delivery and impact analysis, we are experts in maximising efficiency and creating value for our clients.

Who do we help?

We help councils, LEPs, investment promotion agencies, economic development organisations, trade promotion agencies, embassies and consulates, and states and territories delivering inward investment, trade and business support programmes. We understand the delivery pressures those organisations face because our team has worked inside them, at national, regional and local level, in the UK and internationally.

The Gateley Global team provided our team with fantastic communication and the mid-term review process was presented well. We felt as if you knew what you were doing, and we could leave you to just get on with it! The team went above and beyond to deliver the project on time despite a highly challenging timescale.
Antony Merritt, Head of Enterprise, Inward Investment and Trade, West of England Combined Authority

How can we help?

1. Programme inception

We add value from the outset, helping you design the programme and identify the key objectives and strategies that will set it up for success from the start.

2. Programme set-up

We advise and coach you on setting specific, appropriate targets and deliverables, identifying KPIs, putting robust governance in place and establishing clearly documented audit trails.

We run procurement exercises to appoint providers, from designing the tender framework and evaluating bids and presentations through to awarding and negotiating contracts, and we can create and administer a contract management framework so that suppliers are held to the performance standards they agreed to.

We frequently oversee stakeholder management for internal and external stakeholders, ensuring everyone is appropriately informed and engaged.

3. Programme delivery

We can assist with every facet of programme delivery:

  • acting as PMO, including managing the RAID log to track risks, actions, issues and decisions;
  • managing the programme provider;
  • monitoring the budget, so that the full fiscal allocation is used while maximising value for money;
  • promoting the programme and raising its profile;
  • shaping external messaging and maximising PR and media opportunities;
  • dealing with supplier issues, including performance management, terminating contracts and appointing alternative suppliers;
  • handling any disputes or litigious issues;
  • creating bespoke reports and dashboards that align with the requirements of public sector bodies, including advice on the right platforms and technology, to demonstrate value delivery to stakeholders;
  • drawing on our experience to recommend improvements to programme efficiency.

4. Programme review

We analyse programme performance against its objectives to establish what it achieved, and carry the lessons learned into the design of future programmes. This is described in full on the Impact assessment and programme review page.
